Following the crisis that
ended the Oslo agreement process, the Israeli-Palestinian conflict has
reached a point of no return.
After the 11th of September, the government of the United States of
America publicly admitted the necessity of building an independent
Palestinian State, yet so far it has openly supported the Sharon
government in the conflict, even if we take good note of Colin Powell's
intervention in recent hours thanks to international pressure.
The Arab League has, on its side, recognized the right for Israel to
have an independent State, yet it is not giving it the necessary
guarantees.
We Greens and citizens cannot remain inactive in this state of open war.
Furthermore, the war in the Middle East is leading to dangerous
confusions and increases the tensions between the various communities in
all countries leading to daily acts of violence, against religious
places for instance. Destroying all democratic forces, the war is giving
a voice only to the extremists of both sides.
Peace needs the denunciation of the Ariel Sharon government's policy.
Its purpose is a systematic destruction of the Palestinian Authority and
its elected President Yasser Arafat, and a systematic destruction of
civil society and political actors, so that at the end of the day all
counterparts for peace talks will have disappeared.
Yet, the horror of kamikazes thrown against civilians is not an answer
and we cannot accept any Palestinian terrorist attacks against
civilians.
As Greens we reassert the need for a UN mandated international
peace-keeping force to protect populations and we congratulate peace
activists who have come from everywhere in the world, such as José
Bové and many others from Italy and many other countries, amongst whom
several are Greens, to support their Israeli and Palestinian friends. We
also congratulate the Israeli Officers who are brave enough to refuse to
intervene in the occupied territories.
We Greens support the Palestinians and the Israelis who refuse to
jeopardize the future, such as the members ot the Peace Israeli and
Palestinian Coalition and lots of others, who fight for the recognition
of the national rights of the Palestinian people and the creation of an
independent Palestinian State with Jerusalem East as capital, who fight
for a durable peace between the two states of Israel and Palestine,
based upon justice, security and reciprocity.
We ask for the immediate withdrawal of Israeli forces from the occupied
territories and for the establishment of a UN mandated and long lasting
peace keeping force to implement protection of civilians, disarmament on
both sides and implementation of all UN resolutions.
We will work as Greens to urge governments in our own countries to
support these positions.

COORDINATION DES VERTS MONDIAUX
Après la crise qui a conduit les accords d'Oslo dans l'impasse, le
conflit Israélo-Palestinien a atteint un point de non retour.
Suite à l'attentat du 11 septembre le gouvernement des Etats-Unis
d'Amérique a reconnu publiquement la nécessité d'un Etat Palestinien
: pourtant il a jusqu'ici appuyé ouvertement le seul gouvernement
Sharon dans le conflit même si nous prenons bonne note de
l'intervention de Colin Powel ces toutes dernières heures, sous la
pression de l'opinion internationale.
La Ligue Arabe a, quand à elle, reconnu le droit à l'existence d'un
Etat d'Israël, mais ne lui donne pas les garanties suffisantes.
Nous Verts et citoyens ne pouvons rester passifs devant cet état de
guerre ouverte. Et ce, d'autant plus que le conflit du Moyen Orient
conduit à des amalgames dangereux et aggrave les tensions entre les
diverses communautés dans tous les pays où les actes de violence
deviennent quotidiens, contre les lieux de culte notamment. En
détruisant les forces démocratiques, le conflit ne laisse la place
qu'aux extrémistes des deux camps.
La Paix passe aussi par la dénonciation de la politique du gouvernement
d'Ariel Sharon. Il s'agit en effet d'une action d'anéantissement
systématique de l'autorité palestinienne et de son Président Yasser
Arafat, de destruction méthodique de la société civile et politique
palestinienne, pour faire disparaître tout interlocuteur disponible
pour une négociation de paix. Mais, l'horreur des Kamikazes jetés
contre les civils n'est pas une réponse et nous ne pouvons accepter
aucune attaque de terroriste Palestinien contre des civils. Les Verts de
tous les pays réaffirment la nécessité d'une force internationale,
mandatée par l'ONU, d'interposition et de protection civile des
populations, et saluent les militants de paix venus du monde entier,
comme José Bové et bien d'autres en particulier d'Italie, mais aussi
d'autres pays, parmi lesquels plusieurs Verts, qui sont venus soutenir
leurs amis israéliens et palestiniens. Nous saluons également le
courage des officiers réservistes Israéliens qui refusent de servir en
territoires occupés.
Les Verts du monde entier sont aux côtés des palestiniens et des
israéliens qui refusent de tuer l'avenir, comme ceux de la Coalition
Israélo Palestinienne pour la paix et bien d'autres,qui luttent pour la
reconnaissance des droits nationaux du peuple palestinien et la
création d'un état palestinien avec Jérusalem Est comme capitale,
pour l'établissement d'une paix durable entre les Etats de Palestine et
d'Israël, fondée sur la justice, la sécurité et la réciprocité.
Les Verts du monde entier demandent le retrait immédiat des forces
israéliennes des territoires occupés et la mise en place d'une force
internationale d'interposition de longue durée, mandatée par l'ONU,
dont le rôle soit la protection des populations civiles, le
désarmement des deux camps etla mise en oeuvre de toutes
lesrésolutions de l'ONU.
